It's mostly spur of the moment! I tend to base characters on things I'm into (which right now is pokemon LOL) and also partially bits of myself.
When making characters I'll just start drawing with a vague idea of what I want, then just see where it goes from there. Sometimes I'll get stuck simply if a character doesn't feel right.
For example, when making Maccy, I really wanted an aloof blond character.
The colors didn't feel right so I looked up palettes and just hard pivoted to an apple theme.
